കെ.ഇ.ആർ.ഭേദഗതി -ഒരു പഠനം
സർക്കാർ ഉത്തരവ് നം 05/2022 പൊ.വി.വ.തീ. 18/04/2022 പ്രകാരം കെ.ഇ.ആറിൽ ചില പ്രധാന ഭേദഗതികൾ ഉൾപ്പെടുത്തിയിരിക്കുന്നു. ഇതു സംബന്ധിച്ച് ഒരു സമഗ്രമായ പഠനമാണ് ഇവിടെ കൊടുക്കുന്നത്. ഇത് തീർത്തും വ്യക്തിപരമായ അഭിപ്രായമാണ്.
ഇത് ഉത്തരവിന്റെ നോട്ടിൽ പറയുന്നുണ്ട്
1.Government
have decided to process and issue orders on staff fixation in the
schools and the approval of appointments in the aided schools through
online web portal, ‘SAMANWAYA’. It is necessary to take measures
to curb the practice of creating additional divisions and posts with
bogus admissions and forged attendance. Government have decided to
sanction additional
divisions and posts only after a thorough
verification in the manner decided by the Government. It has been
decided to sanction additional divisions and posts only with effect
from 1st October of the year and to reduce the divisions and posts
whenever already sanctioned staff strength is affected by the fall in
the pupil strength on rolls without sufficient reason at any time
during the academic year up to 31st January.
സർക്കാർ 2019 മുതൽ തസ്തിക നിർണ്ണയവും നിയമനാംഗീകാരവും (എയ്ഡഡ്) സമന്വയ ഓൺലൈൻ പോർട്ടൽ വഴി ആക്കിമാറ്റി. ബോഗസ് അഡ്മിഷൻ, തെറ്റായ ഹാജർ എന്നീ തരത്തിൽ അധിക തസ്തികകളും ഡിവിഷനുകളും സൃഷ്ടിക്കപ്പെടുന്നത് നിർത്തലാക്കേണ്ടതുണ്ട്.അധിക തസ്തികകൾ അനുവദിക്കുന്നതിന് സർക്കാർ തീരുമാനിച്ച രീതിയിൽ കൃത്യമായ പരിശോധനകൾക്ക ശേഷം മാത്രമേ അനുമതി നൽകേണ്ടതുള്ളൂ.അധിക ഡിവിഷനുകൾക്കും തസ്തികകൾക്കും ഒക്റ്റോബർ 1 ന് മാത്രമേ പ്രാബല്യം നൽകേണ്ടതുള്ളൂ. മാത്രമല്ല, പ്രത്യേക സാഹചര്യത്തിലല്ലാതെ കുട്ടികളുടെ എണ്ണം കുറഞ്ഞാൽ അതിന്റെ അടിസ്ഥാനത്തിൽ അതാത് അകാകദമിക വർഷത്തിലെ ജനുവരി 31 വരെയും നിലവിലെ തസ്തിക കുറക്കാനാവണം. (പെരുപ്പിച്ചു കാണിച്ച എണ്ണത്തിന്റെ അടിസ്ഥാനത്തിൽ നിലനിറുത്തപ്പെട്ട ഡിവിഷനുകൾ ജനുവരി 31 വരെ കുറക്കാൻ കഴിയണം)
2.Besides, the Hon'ble High Court of Kerala, in its Judgment dated 17 thDecember, 2015, in W.P.(C) No.19008/13, has set aside certain amendments made to the Kerala Education Rules, 1959 vide notification issued under G.O. (P) No. 154/14/G.Edn dated 11th August, 2014 and published as S.R.O No. 485/2014.Government have, therefore, decided to amend the Kerala Education
Rules, 1959 to give effect to the aforementioned changes
മാത്രമല്ല, W.P.(C) No.19008/13 ലെ 2015 ഡിസമ്പർ 17 ലെ ബഹു ഹൈക്കോടതി വിധി പ്രകാരം G.O. (P) No. 154/14 തീ 11/08/2014 പ്രകാരം കെ.ഇ.ആറിൽവരുത്തിയ ചില ഭേദഗതികൾ റദ്ദാക്കിയിട്ടുമുണ്ട്. ഈ കാര്യം ചട്ടതിൽ ഉൾപ്പെുടുത്താനുമാണ് ഇപ്പോൾ ഭേദഗതികൾ ഇറക്കിയത്.
